英検®1級の取得メリット
英検®1級は、英検®の中でも最上位の級となり、「広く社会生活で求められる英語を十分理解し、また使用できるレベル」と位置付けられています。合格率も12％程度になっており、国内最難関英語資格の一つに挙げられます。そんな英検®1級に合格すると、語学唯一の国家試験「全国通訳案内士」の1次試験「英語」の科目が免除されます。他にも公務員や教員採用試験での実技試験免除などメリットが様々です。また、英検®1級所持者の平均年収が1,000万を超えるデータもあり、大変価値のある資格となっております。今回はその1級で出題された「意見論述問題」の解説・講評をしてまいります！
難易度は「かなり難」！単純な理由で３つ書けたかで勝負が決まる問題
今回のお題は「Should free access to clean water be a fundamental human right?」でしたね。「新鮮な水を手に入れること」と「基本的人権」なのでかなり抽象的な話題でしたが、いかに単純な理由で3つ書けたかが勝負が決まるような内容と思います。前回ご案内した要約問題も過去一番の難しさである以上、制限時間内に書き上げることが事実上困難と思われます。この観点からYes/Noで考えると、Yesの方で書かざるを得ない問題だったと思います。要約の採点が厳格になっている昨今の試験では、意見論述で確実に点数を稼ぐことは必至になっていますので、8割～9割程度得点を考えていくとすれば、盤石に①「生存に必要不可欠」、②「健康面」および③「生活の質の向上」を着眼点において書くと良いと思います。

I think that free access to clean water should be recognized as a fundamental human right because it is necessary for survival, public health, and social equality.
First of all, clean water is indispensable for human survival. According to international organizations, millions of people, like in Africa and South-east Asia, still lack access to safe drinking water. Without clean water, people face dehydration and other life-threatening conditions. Therefore, access to water is a basic requirement for life.
Secondly, access to clean water is closely related to public health. Especially in summer, news reports frequently highlight outbreaks of food intoxication, caused by contaminated water. Furthermore, it can spread illnesses such as cholera and dysentery, particularly in developing regions. In the long run, providing clean water helps prevent these diseases and reduces healthcare costs.
Finally, free access to clean water promotes social equality. Many reports show that low-income communities are more likely to experience water shortages or poor water quality. Limited access to clean water can affect education, employment, and overall quality of life. Ensuring equal access allows people to live with greater dignity and opportunity.
In conclusion, I strongly believe that free access to clean water should be a fundamental human right. (201 words)
